"Boost" operations

It was in 2017 that the Ministry of Ecological Transition launched the first “boost” devices.
These “boost” bonuses are “improved” ECE premiums intended for beneficiaries of energy savings.
This initiative aims to more actively encourage households, condominiums, social landlords, communities and businesses to undertake energy renovation work and thus lower their energy consumption.
A point of attention is paid for the realization of "complete" works of energy savings, often more effective to lower the cost of energy bills. In this sense, the FranceRenov lists the various aid devices as well as the list of guards authorized to drive your renovation course to improve the energy performance of your housing or local.
Operation Heating boost

Within the framework of the Energy Economies Certificates (EEC) certificates, Loris enr participates in the operation "Bringing energy savings" set up by the Ministry of Ecological and Solidarity Transition. The “boost” operation allows all households to benefit from a bonus to help them finance certain energy savings works. Modest and very modest households will be able to benefit from greater premiums.

Thanks to this operation, Loris ENR helps you replace your old boiler (fuel oil, coal, gas, other than condensation) with a heating solution using renewable energies.

The premiums are paid by Loris Enr, signatory of the charter "heating boost" . The beneficiary can only claim for the same operation only one premium paid within the framework of this system.

Our offers 

“heating boost” operation is based on five offers , in order to maximize your energy savings. Loris ENR can enhance your energy savings work and thus make you benefit from the premiums of the "Heating boost" system as described below.

  • Blood: Biomass boiler

Loris Enr enhances the installation of your biomass boiler and gives you a bonus of at least € 2,500 . The latter is only applicable for work in a detached house.

  • Blood: Heat pump 

Thanks to a boost, benefit from a bonus of at least € 2,500 for the installation of a new air/water or water/water type heat pump.

  • Blood: hybrid heat pump

For the replacement of your individual boiler (fuel oil, coal, gas, other than condensation) by a hybrid heat pump, benefit from a bonus of at least € 2,500 .

  • Blood: Combined solar system

Install a combined solar system for heating and production of domestic hot water and benefit from a bonus of at least € 2,500. This offer only concerns work in existing individual houses. The implementation of this system must replace an individual fuel boiler (fuel oil, coal, gas, other than condensation).

  • Blood: Connection of an individual house to a heat network 

The connection of an individual house to a heat network allows you to obtain a bonus of at least € 450. The invoice must indicate the nature of the fuel and the fact that the deposited boiler is not condensing.

  • Coat of thumb: independent wood heating device 

Opt for wood heating and benefit from a bonus of at least € 500 . The implementation of this system must replace heating equipment operating mainly on coal and not a boiler.

  • Blood: Gas boiler with very high energy performance

For the replacement of your individual boiler (fuel oil, coal, gas, other than condensation) by a gas boiler with very high energy performance, benefit from a bonus of at least € 600 .

  • Coup: Electric Electronic Electronic Emitter with Advanced Functions

Install an electrical emitter with electronic regulation with advanced functions and benefit from a bonus of at least € 50.

Install an evacuation duct of combustion products and benefit from a bonus of at least € 450.

Procedures for obtaining financial incentives 

In order to benefit from the boost bonuses, please follow the process described below:

  • Sending a quote produced by a RGE certified craftsman in Loris ENR so that we analyze the compliance of the work to the requirements of the heating and/or boost insulation boost devices;
  • If the work respects the conditions of eligibility, Loris Enr will send you a partnership agreement. The signing of the partnership agreement must intervene before the commitment of the work (signing of the quote). If the work is undertaken before the signing of the partnership agreement, no valuation of the work will be possible;
  • Transmission to Loris enr of the signed quote as well as the signed partnership agreement;
  • Carrying out energy savings by your RGE certified craftsman;
  • At the end of the work, the craftsman will publish an invoice. This must present the mentions required by the device. These conditions, which depend on the nature of the operation, are described in the boost links above. In the absence of these mentions, the boost bonuses cannot be paid;
  • Upon receipt of the compliant invoice, Loris Enr will publish the final part of the file, the certificate on honor. This document will be signed by your craftsman (partly C) and yourself (the beneficiary) partly B. The signed certificate marks the closure of the file;
  • Once the file is complete and validated, Loris Enr will pay you the amount of the boost premium according to the terms presented in the partnership agreement.

Operation boost efficient renovation of collective residential building

Within the framework of the system of energy savings certificates (CEE), Loris ENR participates in the operation "Blood renovation effective renovation of collective residential building" set up by the Ministry of Ecological and Solidarity Transition.

The “COUPE DE PUCE DE PUCE DE PUCE DE REVOVATION Efficient for collective residential building” was set up by the decree of March 25, 2020 , published in the Official Journal of April 1 , 2020, modifying the decree of December 29, 2014 relating to the methods of application of the system of energy savings certificates is part of the system of energy savings certificates. It was extended by the decree of October 8, 2020 , published in the Official Journal of October 11, 2020, and was modified by the decree of March 11, 2021 , the decree of October 22, 2022 and the decree of June 27, 2023 .

The aim of this system is to financially encourage owners of collective residential buildings in mainland France to achieve an efficient global renovation of their real estate assets, in particular when it includes the change in their boiler fueled by fossil fuels.

Loris Enr sets up an offer for the overall renovation of collective residential buildings, by means of work on common areas or work of collective interest on private parties carried out within the framework of the standardized operating sheet within the framework of the standardized CEE Bar-Th-145 "Global renovation of a residential building (Metropolitan France ) " global of a residential building (mainland France) ”.

ATTENTION ! What is the work calander?

The Bar-Th-177 sheet as well as its associated boost, apply to operations initiated from November 1, 2024 until December 31, 2025 and completed until December 31, 2027.


Attention !

Some collective buildings may obtain an exemption from the entry into force of the new boost Bar Th 177:

  • For buildings with the status of co -ownership: when they organize a general meeting of co -owners before January 1 , 2025;
  • For the other buildings (single -ownership, etc.): when they apply for a building permit or prior declaration of work before November 1, 2024 (date of the receipt being proof)

In these cases, the Bar-Th-177 sheet and its associated boost apply to operations initiated from March 1, 2025 and the boost Bar Th 145 apply to operations undertaken until February 28, 2025 and completed no later than April 30, 2027.

Beneficiaries' eligibility criteria & geographic coverage area

This boost operation is reserved for owners of collective residential buildings in mainland France. In particular concerned, condominiums in the residential sector, represented by their syndicate of co -owners, and social landlords are, are concerned. The condominiums must be registered in the registration register of the condominiums provided for in articles L. 711-1 and following of the construction and housing code.

In the case of work to be carried out within a condominium, the decisions concerning the carrying out of work in the common areas or on the equipment of the co -ownership are taken by all the co -owners during the general meeting.

To achieve the realization of the work decided by the condominium, different stages must be respected:

  • Step 1: The realization of the works is on the agenda of the general meeting.
  • Step 2: The co -owners give their agreement to carrying out the work and define the methods of settlement of the invoice.
  • Step 3: The contract with the company that carries out the work is signed by the trustee. This then pays a deposit to the company chosen according to the terms provided for in the quote or the contract.
  • Step 4: The company can start the site under the control of the trustee which ensures their proper execution.
  • Step 5: The trustee attends the reception of the work and issues reservations if necessary.

Technical criteria and Eligibility conditions to respect for the Th 177 bar sheet and its boost:

 

  • Type of use of the building: eligible collective housing buildings are those with at least three distinct tax households attached to separate accommodation. In addition, buildings of more than 20 main lots must have at least 75 % main lots dedicated to the use of main residential residentials (or failing that 75 % of the hooks) and at least 65 % for buildings of 20 lots or less.
  • Energy audit prior to carrying out work

The work carried out within the framework of the Th 177 bar sheet and its associated boost is defined by an energy audit prior to the completion of the work, carried out in accordance with article 8 of the decree of November 17, 2020 relating to the technical characteristics and methods of carrying out the work and services whose expenses are eligible for the energy transition bonus. It must be carried out by a qualified design office "RGE Études", according to the Th-CEX or 3CL-DPE 2021 method for any energy audit carried out until 12/31/2024 and according to the 3cl-DPE 2021 method for any energy audit carried out from January 1 , 2025.

The company carrying out the energy audit cannot subcontract all or part of the study.

The visit to the building for the purpose of the energy audit, in particular, is carried out by the company carrying out the energy study; This visit requires the physical movement of a person of the company at the place of the operation. .

  • The work makes it possible to achieve a minimum overall energy performance of the building, determined by the energy audit, which meets the following two criteria:

- Annual conventional consumption in primary energy after work, reported to the reference surface of housing, less than 331 kWh/m². An for heating, cooling, production of domestic hot water, lighting, and heating, cooling, sanitary water and ventilation auxiliaries;

-Energy gain of at least 35 % compared to the annual conventional consumption in primary energy before work for the uses defined above.

  • Annual greenhouse gas emissions after renovation, reported to the reference area of ​​the building, are less than or equal to the initial value of these programs before work.
  • Type of work:

The effective renovation project of the common areas may include several types of work, recommended by the energy audit: replacement of the heating system, the production of domestic hot water, thermal insulation of the walls, floors, replacement of windows, lighting, stallifies, ventilation etc.

Insulation, change of heating and DHW and ventilation equipment, carried out as part of the Th 177 bar sheet and its boost, must be carried out by a qualified professional (s) "recognized guarantor to the environment".

When work involves replacing the heating and/or domestic hot water system, it is compulsory to connect to a network of heat, provided that this is technically and economically viable. If this is not possible, the changes made to heating or the production of domestic hot water should not cause:

  • the installation of boilers consuming coal or fuel oil,
  • The installation of a heating or domestic hot water production system including the installation of at least one gas boiler, whose coverage rate defined as the ratio between the quantity of heat provided by all the gas gas boilers and the annual heat needs for uses covered by the system, is greater than 30 %;
  • an increase in greenhouse gas emissions.
  • Several supporting documents requested:
  • The synthesis report of the energy audit, as well as its possible update;
  • The source file of the energy audit (format ".xml" or equivalent) retracing all the parameters used for the production of the energy audit;
  • The list of works recommended and correspondence with the list of work carried out, dated and signed by the beneficiary, the professional having carried out the energy audit and each professional implementing or ensuring the project management of all or part of the operation,
  • The list of companies having carried out the renovation work by indicating the nature of this work and the reference of their qualification or certification when it is required;
  • Tax certificates of at least three distinct tax households attached to separate housing;
  • The certificates of prerequisite for prerequisites for work (DP) filed by the owner corresponding to the additional surfaces made habitable by a new interior design of the existing building or by a new extension;
  • The co -ownership agreement authorizing the work for buildings in co -ownership

 

What are the amounts of bonuses?

The renewable system installed may include a fossil auxiliary, subject to respecting the conditions of this Charter and the Bar-Th-177 sheet in force.

The living area taken into account for the calculation of the financial incentive (expressed in m²) is the living area of ​​the building after renovation.

Synthetical presentation of AMO services

In accordance with the efficient renovation boost charter of a collective residential building, Loris Enr, specialist in the valuation of EEC, will delegate the contracting services for project management and financing solutions to Enerlis.

ENERLIS, a global operator of the energy transition, offers an integrated approach: technical, financial, legal, AMO engineering, works management, aid & subsidies, CEE valuation, performance guarantees ... It designs, realizes and finances energy renovations by initiating its remuneration on the results observed.

As part of his service assistant service contracting (AMO), Enerlis offers his customers to support them throughout their project to change all heating or hot water production equipment with non -efficient coal or fuel oil.

Enerlis' mission will first of all be the realization of a study allowing to know its options and their challenges by specifying the different technical choices that can be set up for:

      • A connection to a heat network powered by renewable or recovery energies (ENR & R),
      • Renewable heat production solutions adapted to all types (photovoltaic solar, solar thermal, geothermal, biomass, wastewater, etc.)

For each of the recommended solutions, Enerlis will specify:

      • Technical description,
      • The actions to be carried out,
      • Advantages and disadvantages,
      • The gains made (in consumption, in energy label and in greenhouse gas reduction),
      • The cost (of the solution and its operation), the aid and subsidies mobilizable as well as the financial savings generated.

Then, depending on the choice chosen, Enerlis will offer:

      • A selection of professionals involved,
      • Aid to procedures with these professionals and to heat network managers,
      • A verification of professionals' proposals,
      • Follow -up of the work and their reception.

And as part of the financing of the works:

      • A payment schedule,
      • A grant payment calendar adapted to funding calls,
      • Aid to obtain collective loans and/or eco-loan at zero rate

Control policy

The boost collective residential building and its bar-Th77 sheet requires the realization of controls on the visible and accessible parts, without survey or destructive samples by a control organization, controlled by Loris ENR. They are completed before the deposit of CEE requests to the National Pole of Energy Save Certificates (PNCEE).

The organization E Control leads control operations at the end of the energy audit phase and before carrying out the work and the completion of the work.

NB: The control body cannot control an operation for which it, if necessary, carried out the energy study.

These checks are carried out by an accredited control body according to the NF EN ISO/CEI 17020 standard applicable as a type A inspection organization for the field "Inspection of standardized energy savings operations within the framework of the device for the delivery of energy savings certificates".

Each controlled operation is subject to a report .

The control report attests:

- the date of the site visit of the control organization;

- information of identification of the beneficiary (name, address, number and nature of the lots, and when it is a condominium its registration number on the register of registration of the condominiums);

- the compliance of the work to the control benchmark defined in part and the E ter of Annex III of the decree of September 28, 2021 modified relating to the controls within the framework of the system of energy savings certificates;

-Den the qualification of companies intervening on the date of engagement of the operation when this qualification is required.

The report also provides elements of assessment on the quality of the work, in the event of a manifest breach of the rules of the art.

Loris Enr undertakes to provide corrective measures in the event of a problem detected during checks.

Other existing aid devices

The boost "efficient renovation of collective residential building" can be combined with Maprimerenov, the energy transition tax credit (CITE) 2020 and the zero-rate eco-loan. On the other hand, this device cannot be combined with the other incentives set up within the framework of the system of energy savings certificates in particular with the aid of the National Housing Agency valuing the certificates of energy savings of subsidized work as well as the aids to the unions of co -owners allocated within the framework of the program "to live better co -ownership".

The beneficiary can only claim, for the same operation, only one premium paid within the framework of the system of energy savings certificates (EEC). In addition, for the same building, the overall renovation operation cannot be combined with other operations that can give rise to the delivery of EEC for work concerning heating, domestic water production, ventilation or insulation of the envelope of this building.

Operation boost, efficient renovation of a detached house

Within the framework of the system of energy savings certificates (EEC), Loris ENR participates in the operation "Blood renovation effective renovation of an individual house" set up by the Ministry of the Ecological and Solidarity Transition through the Decree of October 8, 2020 and modified by the Decree of December 10, 2021.
This device aims to financially encourage the owners and tenants of individual houses Carry out an efficient global renovation of their real estate assets , in particular when it allows you to reach an energy class A, B or C of the DPE.

Loris ENR sets up an offer for the overall renovation of individual houses among social landlords, by means of work carried out within the framework of the standardized ECE bar-Th-164 "Global renovation of an individual house (Metropolitan France)" in force.

“boost” offers , the overall renovation work for individual houses should make it possible to reach a drop in prime primary energy consumption (without deduction of self -consumed or exported electricity production) on heating, cooling and production of domestic hot water of at least 55 %.

Except for connection to a heat network, changes in heating equipment or domestic hot water production should not lead to:

  • The installation of heating or production of domestic hot water production mainly consuming coal, fuel oil or gas; Or
  • An increase in greenhouse gas emissions.

The project will also have to have at least one gesture of isolation from three categories of work.

Evolution of the system from January 1 , 2022

Access to aid is simplified from January 1 , 2022.

Surprising will no longer be conditioned on obtaining a renewable heat rate, nor a function of a type of work. It will mainly depend on the performance of renovation in primary energy consumption after work.

Amount of premiums

How is the energy saving calculated?

The energy study is carried out in accordance with article 8 of the decree of November 17, 2020 relating to the technical characteristics and methods of carrying out the work and services whose expenses are eligible for the energy transition bonus. The company carrying out the energy study and meeting the requirements of the standardized Operation sheet Bar-Th-164 cannot subcontract all or part of the study. The visit to the building for the purpose of the energy study, in particular, is carried out by the company carrying out the energy study; This visit requires the physical movement of a person of the company at the place of the operation.

The total conventional consumption of final energy saved from a building is then obtained by applying the following calculation formula:

This boost operation is reserved for owners and tenants of individual houses in mainland France.

Conditions to obtain the boost premium

In order to benefit from the premium bonus effective renovation of a detached house, please follow this procedure:

  • Sending the energy study prior to renovation work and/or quotes not signed to Loris ENR so that we analyze the compliance of the work to the requirements of the efficient renovation boost of a single house;
  • If the work respects the conditions of eligibility, Loris Enr will send you a partnership agreement. The signing of the partnership agreement must intervene before the commitment of the work (signing of the quote). If the work is undertaken before the signing of the partnership agreement, no valuation of the work will be possible;
  • Transmission to Loris enr of the signed quote as well as the signed partnership agreement;
  • Realization of the energy audit if it has not already been done and, for the operations initiated from April 1 , 2022, Loris Enr will have this audit controlled by an accredited organization. The project will be revised if necessary until a satisfactory opinion is obtained by this control organization.
  • Carrying out energy savings;
  • At the end of the work, the professional (s) edit (a/have) an invoice. This must mention the list of work carried out with their performance levels;
  • Upon receipt of the compliant invoice, Loris Enr will check if the work implemented differ from the recommended work, then publish the final part of the file, the certificate on honor. This document will be signed by the professional (in part C) and the owner (the beneficiary) partly B. The signed certificate marks the closure of the file;
  • Once the file is complete and validated, Loris Enr will pay you the amount of the boost premium according to the terms presented in the partnership agreement.

Technical criteria and requirements to be observed

The operations are incurred between 06/01/2022 and 12/31/2025.
The operations are completed no later than 12/31/2026.

This boost improves a global renovation operation entering the field of the Bar-Th-164 . Also the following conditions must be respected to enter into this boost:

The design, realization and monitoring of the global renovation project are carried out by one or more certified companies "global offer" in accordance with the second dash of article 1 and in Appendix II of the decree of December 1, 2015 relating to the qualifications criteria required for the benefit of the tax credit for the energy transition and repayable advances without interest intended for the financing of renovation works in order to improve the energy performance old.

The works have at least one insulation gesture among the following three categories:

  • Thermal insulation work of the walls covering at least 75 % of the total surface of the walls overlooking the outside and implementing an insulation process from the inside or the outside
  • Thermal insulation work of roofs implementing an insulation process comprising one or more thermal insulation materials in roof-terrace or by crawling roof and covering at least 75 % of the total surface of the roofs
  • Thermal insulation work of the floors of lost attic and low floors and covering at least 75 % of the total surface of the floors of lost roofs and low floors located between a heated volume and an unheated basement, a crawl space or an open passage.

An energy study is carried out, prior to the thermal renovation work of the building, by a service provider fulfilling the conditions of II of article 1 of decree n ° 2018-416 of May 30, 2018 relating to the conditions of qualification of the listeners.

The calculation software allowing this energy study is adapted to a detached house. It has a written technical repository, a version number, a date and a period of validity. It uses a regulatory calculation engine or is validated by the CSTB , CEREMA or another independent design office after a technical assessment on standard case representative of the French park of individual houses and at the expense of the publisher. The validation request is made to the DGEC and the ADEME by the software publisher.

This request must include the written technical repository, the version number, the date and duration of validity of the software, as well as the test report produced by the CSTB, CEREMA or another independent design office. This report describes the standard casing used, and compares the results obtained with the regulatory calculation engine.

The list of software deemed to meet the requirements of the Bar-Th-164 is made public on the website of the Ministry of Energy.

The work makes it possible to achieve a minimum overall energy performance of the accommodation, determined by the energy study, which meets the following two criteria:

  • Annual conventional annual consumption in primary energy after work, reported to the living area of ​​the house, less than 331 kWh/m². On the uses heating, cooling and production of domestic hot water;
  • Energy gain of at least 55 % compared to the annual conventional consumption in primary energy before work for the three uses defined above.

Annual greenhouse gas emissions after renovation, reported to the living area of ​​the house, are less than or equal to the initial value of these programs before work.

To set up the CEE request file, the following elements must be provided:

  • The energy study as well as its possible update specifying the conventional consumption data in primary energy and final energy, before and after work as well as the energy gain provided by the renovation of the building and the annual quantities of greenhouse gases issued in the atmosphere before and after work because of the amount of energy consumed, reported to the living area of ​​the building. This study specifies the name of the calculation software used as part of the operation and its version number;
  • The list of work recommended with their performance levels and correspondence with the list of work carried out, dated and signed by the beneficiary and the project manager, making it possible to achieve the required energy performance;
  • Proof of commitment to work (act of commitment, service order, signed quote, etc.);
  • Proof of carrying out the operation (100%invoice, final general statement or receipt of the work) including the list of work carried out with their performance levels.
  • the certificate on honor duly completed and signed;
  • the list of companies having carried out the renovation work by indicating the nature of this work and the reference of their qualification when it is required;
  • the qualification or certification decision (s) of company (s) having designed, carried out or supervised the global renovation project;
  • The synthesis of the thermal study as well as its possible update, specifying the data of conventional consumption annual energy in primary and final energy, before and after work as well as the energy gain provided by the renovation of the building and the annual quantities of greenhouse gases issued in the atmosphere before and after work due to the amount of energy consumed, reported to the living area of ​​the house. This synthesis specifies the name of the calculation software used as part of the operation, as well as its version number.

When the work implemented differ from the work recommended, the thermal study is updated on the basis of the work actually carried out.

The synthesis of the thermal study as well as its possible update, are dated and signed by the professional who carried out them. They include the mentions of the following values:

  • Conventional consumption (in kWh/m².An) of the house, specifying the uses considered:
    • primary energy, before renovation work: initial CEP;
    • primary energy, after renovation work: CEP Project;
    • of final energy, before the renovation work: initial CEF;
    • final energy, after renovation work: CEF Project;
  • the rejection of CO2 expressed in KGEQCO2/m².An, before the renovation work;
  • The rejection of CO2 expressed in KGEQCO2/m².An, after the renovation work.
  • The living area of ​​the renovated house, expressed in m²: shab.

Control policy

Loris Enr will make on-site checks carried out for operations relating to the standardized operating sheet Bar-Th-164 . The checks will be carried out, for the operations initiated from April 1 , 2022, following the energy audit, then whatever the date of engagement, following the work and prior to the deposit of EEC requests to the National Pole of Certificates of Energy Energy (PNCEE).

These controls are carried out by an accredited control body according to the NF EN ISO/CEI 17020 standard applicable as a type A inspection organization for the field "Inspection of standardized operations of energy savings within the framework of the device for the delivery of energy savings certificates.

A control organization cannot control an operation for which it, if necessary, carried out the energy study.

Each controlled operation is subject to a report .

The control report attests:

  • Of the date of the site visit of the control organization;

Other existing aid devices

“effective renovation of an individual house”  boost can be combined with Maprimerenov ', the 2020 energy transition tax credit and the zero-rate eco-loan. Operation boost heating of collective and tertiary residential buildings

Within the framework of the system of energy savings certificates (EEC), LORIS ENR participates in the operation "Coup de Pouce heating of collective and tertiary residential buildings" set up by the Ministry of Energy Transition through the decree of July 12, 2022.

The aim of this operation is to financially encourage owners or managers of collective residential buildings or buildings in the tertiary sector to replace their coal, fuel oil or unpropuous gas boiler (s).

It also intends to promote the connection to a heat network powered mainly by renewable or recovery energies (whether the origin of heat production is current or part of a decided project).

In the event of impossibility of such a connection, the boost operation provides for the establishment of heating or domestic water production equipment consuming neither coal nor fuel oil.

Loris Enr therefore sets up an offer for:

  • The connection of collective (bar-Th-137) or tertiary (BAT-D-127) residential buildings to a heat network;

Or failing that:

  • The implementation of conventional heat pump (bar-Th-166 and BAT-D-113), absorption (Bar-Th-150 and Bat-Th-140) or with gas engine (Bat-Th-41);
  • The establishment of biomass boilers (bar-th-65 and BAT-TH-157)

Beneficiaries' eligibility criteria & geographic coverage area

This boost of collective and tertiary residential buildings is accessible to owners or managers of collective residential buildings or tertiary buildings (offices, teaching, health, hotels/catering, commerce and other) on French territory.

What bonuses for these work? 

By contacting us, you can obtain a price per unit of energy saving, in Euro by mega watt-hour cumac (MWHC). The premium paid by Loris ENR for connection operations to a heat network will correspond to the volume of energy saving calculated via the formulas below and then multiplied by this price.

For the tertiary sector, the volume of energy saving improved by the boost is:

  • 11,000 MWHC if the heated surface is less than or equal to 7,500 m²;

  • Sending the quote (s) not signed to Loris ENR so that we analyze the compliance of the work to the requirements of the operation;
  • If the work respects the conditions of eligibility, Loris Enr will send you a partnership agreement. The signing of the partnership agreement must intervene before the commitment of the work (signing of the quote). If the work is undertaken before the signing of the partnership agreement, no valuation of the work will be possible;
  • Transmission to Loris enr of the signed quote as well as the signed partnership agreement;
  • Carrying out energy savings;
  • At the end of the work, the professional (s) edit (a/have) an invoice. This must mention the list of work carried out with their performance levels;
  • Upon receipt of the compliant invoice, Loris Enr will check if the work implemented differ from the recommended work, then publish the final part of the file, the certificate on honor. This document will be signed by the professional (partly C) and the beneficiary (partly B). The signed certificate marks the closure of the file;
  • Once the file is complete and validated, Loris Enr will pay you the amount of the heating premium of collective and tertiary residential buildings according to the methods presented in the partnership agreement.


Technical criteria and requirements to be observed

The work eligible for these offers is undertaken between 09/01/2022 and 12/31/2025 .
The operations are completed no later than 12/31/2026.

This boost only works in the coal, fuel oil or non -efficient boilers (any technology other than condensation). The removal of the equipment must appear on the proof of realization with the precision that it is not a condensing boiler.

The connection to a heat network is offered as a first alternative.

If the connection to the heat network is not possible, the heat network manager must provide the justification for the technical or economical impossibility of the connection.

Once this document has been collected, the other equipment offered as part of this boost heating of collective and tertiary residential buildings are also eligible for bonus.

The technical and administrative characteristics to be observed are as follows, by type of work:

Connection to a heat network

The said network must mainly be supplied by renewable or recovery energies (in its current state or within the framework of a decided project).

Eligible buildings have never been connected to a heat network in the 5 years preceding the date of engagement of the operation and for which the previous connections, if there were, have never been the subject of a request for CEE.

The implementation is carried out by a professional.

The file may require the signature of the network manager if it is different from the professional who implemented the connection.

Air/water heat pump, water/water, glycolé/water water

Several technologies are eligible: CAPs not operating on gas, fuel oil or coal or with an extra device, absorption CAP operating with natural gas or propane and gas motor pac (only in the tertiary sector).

In all cases, the installed PAC (s) provide the heating of the premises or the heating and the production of domestic hot water.

The implementation is carried out by a professional.

Add to this the following conditions:

  • PACs that do not operate with gas, fuel oil or coal or with a nominal auxiliary and thermal power device greater than 400 kW are eligible for this device only in the tertiary sector.
  • If the CAP is of nominal thermal power less than or equal to 400 kW, the seasonal energy efficiency (ETAS) of the equipment alone, excluding auxiliary or regulation device and for heating needs, is:
    • at least 126% for the CAP sized in low temperature;
    • greater than or equal to 111% otherwise (high or medium temperature).

It is determined according to Regulation (EU) No. 813/2013 of the Commission of August 2, 2013.

  • If the power of the CAP is greater than 400 kW, the energy performance coefficient (COP) is greater than or equal to:
    • 3.5 for a CAP operating either for gas, fuel oil or coal or with an extra device, installed for a tertiary building and for a temperature at the outlet of the interior thermal exchanger of 35 ° C;
    • 1.6 for an air/water absorption heat pump or an air/water gas engine and for input and output temperatures equal to 7 ° C and 35 ° C;
    • 1.6 for a water/water absorption heat pump and for input and output temperatures equal to 10 ° C and 35 ° C;
    • 1.6 for a glycolé/water absorption heat pike and for input and output temperatures equal to 10 ° C and 35 ° C in the residential sector, 0 ° C and 35 ° C in the tertiary sector;

The COP is defined as the ratio between the useful calorific power delivered by the CAP and the sum of the calorific flow of gas (when there is one) and the electrical power absorbed by the PAC. When the CAP operates without gas, it is measured in accordance with the nominal performance conditions of the standard EN 14511-2.

              Collective biomass boiler

The establishment of a biomass boiler is subject to a preliminary study of established dimensioning, dated and signed by a professional or a design office and specifying the heat needs of the building.

The installed boiler must use woody biomass especially based on wood logs, wood chips, compressed wood in the form of granules or in the form of briquettes, or sawdust.

The boiler power mode can be:

  • automatic, in which case it is associated with a silo of a minimum volume of 225 liters, new or existing;
  • Manuel, in which case it is associated with a buffer ball, new or existing.

The boiler (s) must be equipped with a minimum class IV regulator and the useful net heat produced by all installed biomass boilers must be strictly less than 12 GWh/year.

The implementation is carried out by a professional.

Add to this the following conditions:

  • If the nominal thermal power of the boiler is less than or equal to 500 kW, the seasonal energy efficiency (ETAS) of the equipment alone, excluding regulation device and for heating needs, is greater than or equal to 83%. It is measured according to Regulation (EU) n ° 2015/1189 of the Commission of April 28, 2015.

The installed boiler meets the following criteria according to its loading method:

  • For a manual loading boiler:

The seasonal particle emissions are less than 60 mg/nm3;

The seasonal carbon monoxide (CO) shows are less than 700 mg/nm3;

Seasonal nitrogen oxide (NOX) emissions are less than 200 mg/nm3;

The seasonal emissions of organic gaseous compounds are less than 30 mg/nm3;

  • For an automatic loading boiler:

The seasonal particle emissions are less than 40 mg/nm3;

The seasonal carbon monoxide (CO) shows are less than 500 mg/nm3;

Seasonal nitrogen oxide (NOX) emissions are less than 200 mg/nm3;

Seasonal emissions of organic gaseous compounds are less than 20 mg/nm3.

Concentration values ​​are expressed in MG/NM3 at 10% O2.

For nominal power boilers less than or equal to 70 kW, the 7* green flame label allows you to satisfy the above conditions relating to atmospheric emissions.

  • If the nominal thermal power of the boiler is greater than 500 kW, the full load PCI yield is greater than or equal to 92%.
    The installed boiler meets the following criteria:

    • Particle emissions are less than 75 mg/nm3;
    • Nitrogen oxide emissions (NOX) are less than 300 mg/nm3.

The concentration values ​​are expressed in MG/NM3 on dry gas at 6 % O2.

Cumulation with other existing aid devices

The owner or building manager can only claim, for the same type of work, only one premium paid within the framework of the system of energy savings certificates.

In addition, the premium "boost heating of collective and tertiary residential buildings" cannot be combined with the other incentives set up within the framework of the system of energy savings certificates.

To benefit from this offer, the work must be initiated between 01/12/2023 and 12/31/2024.

The operation consists in setting up a heating regulation system with a central steering unit communicating with all the heat transmitters in the accommodation, without exception.

The main unit should centralize the information of the devices deported in each of the heated parts, to pilot it and to program the interior temperature instructions in a differentiated manner (standards in 12098-1 and in 12098-3), depending on the time slots.

To do this, each of the heated parts must be equipped with an ambient temperature measurement probe as well as a deported regulation device.

The settings and the execution of the programming must at least be able to be carried out locally and are not interrupted by a possible loss of internet connection.

In addition to these elements, the system must recover in real time the ECOWATT or ECOGAZ signal (directly or relayed within a signal issued by the energy supplier) and automatically restore it to the user.

The beneficiary of the operation can only claim, for the same type of work, only one premium paid within the framework of the system of energy savings certificates.

Operation boost “ample renovation of individual houses and apartments”

As part of the system of energy savings certificates (CEE), Loris ENR participates in the "boost" ample renovation of individual houses and apartments "set up by the Ministry of Energy Transition through the decree of December 19, 2023 .

The purpose of this system is to financially encourage the owners of busy housing as a secondary residence and to social landlords, under resource conditions, to benefit from an exceptional premium to help them finance an optimal-economic optimal work bouquet.

Loris Enr sets up an offer for the large-scale renovation of the houses, occupied as a second home, and individual apartments in social landlords, by means of work carried out within the framework of the standardized ECE -Th-174 "renovation of a single house (metropolitan France) and the standardized operating sheet CEE Bar-Th-175 " metropolitan) in force.

This offer provides for a financial incitement, to operations incurred until December 31, 2025 and completed no later than December 31, 2026.

 

Technical criteria and requirements to be observed

  1. Bar-Th-174 "Renovation of the magnitude of an individual house (Metropolitan France):

The work consists of a global thermal renovation of an existing individual house for more than two years on the date of engagement of the operation in mainland France aimed at implementing an optimal-economic work bouquet of work.

Prior to the realization of renovation work, a design office carries out an energy assessment, with the 3CL DPE 2021 methodology or an admissible methodology within the framework of the audits defined by decree.

In the event of a second stage of work, the energy audit carried out during the first step is reused. It can be updated, provided that the work of the first step corresponds to the proposal of the work route by stages of the audit.

For the same accommodation and the same beneficiary, the work can be carried out at most two stages under this sheet, for class E, F or G accommodation before the first stage of work.

Technical criteria and requirements to meet:

For the first stage of work, the following cumulative conditions are respected:

      1. The renovation work makes it possible to carry out a jump of at least two classes;
      2. At least two work stations dealing with the building envelope are implemented among the following four: insulation of the walls from inside or outside, insulation of low floors, insulation of the roof, lost attic floors or terrace roof, replacement of windows and French windows or installation of double windows (at least 25 % of the surfaces of the building concerned by each workstation is the subject of work).
      3. Except technical, architectural or patrimonial constraint justified, the thermal resistance of the installed insulation is greater than or equal to:
        • 7 m2 k/W in lost attic floors
        • 6 m2 k/w while crawling roof
        • 6.5 m2.k/w for terraces roofs
        • 3.7 m2 K/W for front or gable walls, in the event of insulation from the interior;
        • 4.4 m2 k/W for front or gable walls, in case of insulation from the outside
        • 3 m2 k/W in low floor.
      4. -Sauf Technical, architectural or patrimonial constraints justified, the UW surface transmission coefficient and the SW solar factor of windows or French windows are:
        • For other windows or French windows: UW ≤ 1.3 W/M2.K and SW ≥ 0.3 or UW ≤ 1.7 W/M2.K and SW ≥ 0.36.
        • For roof windows: UW ≤ 1.5 W/M2 .K and SW ≤ 0.36;
      5. The installation, if necessary, of a double window consists of the installation, on the existing bay, of a second reinforced double glazing window, of which the coefficient of thermal transmission (UW) is less than or equal to 1.8 W/M2 .K and the factor of solar transmission (SW) greater than or equal to 0.32.

Whatever the work stage, the following cumulative conditions are respected:

  1. The renovation work does not include the installation of a heating or domestic hot water production system which includes at least equipment for which the level of greenhouse gas emissions is greater than 150 GCO2EQ/KWH PCI, and whose coverage rate for heating, defined as the ratio of heat supplied, for the heating of the accommodation, by all the equipment whose emissions are higher than 150 GCO2EQ/KWH PCI and annual heat needs, for heating the accommodation, covered by the system is greater than 30 %;
  2. It is prohibited to keep a heating or production of domestic hot water production system which includes at least equipment for which the level of greenhouse gas emissions is greater than 300 GCO2EQ/KWH PCI, and whose coverage rate, defined as the ratio of energy provided by all the equipment whose emissions are greater than 300 GCO2EQ/KWH PCI and is greater than 30 %;
  3. Annual greenhouse gas emissions after renovation, reported to the living area of ​​the house, are less than or equal to the initial value of these programs before work;
  4. For operations based on an audit carried out from April 1, 2024, if one of the stages or the accumulation of the first and the second stage led to a jump of at least four classes, the work of the stage leading to a jump of at least four classes respect the criterion relating to the thermal loss defined by the decree of October 3, 2023.

In the case of work in two stages, the second stage of work makes it possible to reach at least class C for class F or G housing before the first stage of work, and at least class B for class E housing before the first stage of work. The work in two stages is only possible if the first stage of work corresponds to a jump of at most 3 classes.

The work implemented corresponds to one of the scenarios proposed by the energy audit, which must in particular provide the additional work to guarantee a sufficient renewal of air.

Qualification of the professional (s) intervening:

For each category of work integrated into the large-scale renovation project and mentioned in 1o to 16o of IT of article 1 of decree no 2014-812 of July 16, 2014 taken for the application of the second paragraph of 2 of article 200 quater of the general tax code and the last paragraph of 2 of I of article 244 quater U of the general tax code, the professional carrying out the operation of a quality sign in article 2 of the same decree and in the texts taken for its application. This sign of quality corresponds to works falling either from 17o of I of article 1 of the aforementioned decree, or of one of the categories mentioned in 1o to 16o of the I of the same decree corresponding to the work carried out.

Proof of carrying out the operation:

It mentions the list of work carried out with their performance levels.

Justifying documents specific to the operation:

      • The synthesis report of the energy audit, as well as its possible update, specifying the conventional consumption data in primary energy and final energy (without deduction of the production of self -consomed or exported electricity), before and after work as well as the classes of the building before and after work and the annual quantities of greenhouse gases issued in the atmosphere before and after work due to the amount of energy consumed, of the house. This report specifies the name of the calculation software used as part of the operation and its version number;
      • The list of work recommended with their performance levels and correspondence with the list of work carried out, dated and signed by the beneficiary, the professional having carried out the energy audit, making it possible to achieve the required energy performance;
      • The list of companies having carried out the renovation work by indicating the nature of this work and the reference of their qualification or certification when it is required.

When the work implemented differ from the work recommended, the energy audit is updated on the basis of the work actually carried out.

The synthesis report of the energy audit, as well as its possible update, are dated and signed by the service provider having made them. They include the mentions of the following values:

      • Conventional consumption (in kWh/m2 .An) of the building (without deduction of the production of self -consomed or exported electricity), specifying the uses considered:
            • primary energy, before renovation work: initial CEP;
            • primary energy, after renovation work: CEP Project;
            • of final energy, before the renovation work: initial CEF;
            • final energy, after renovation work: CEF Project;
      • The rejection of CO2 expressed in KGEQCO2/M2 .An, before the renovation work;
      • The rejection of CO2 expressed in KGEQCO2/M2 .An, after the renovation work;
      • The class before renovation work;
      • Class after renovation work;
      • The living area of ​​the building before the work of the first or the only step of work, expressed in M2: Shab.

II- Bar-Th-175 : renovation of apartments (Metropolitan France):

The works consist of a global thermal renovation of an existing apartment for more than two years on the date of engagement of the operation in mainland France aimed at implementing an optimal-economic optimal work bouquet.

An energy audit is carried out on the scale of the apartment, prior to magnitude renovation work.

In the event of a second stage of work, the energy audit carried out during the first step is reused. It can be updated, provided that the work of the first step corresponds to the proposal of the work route by stages of the audit.

An energy audit carried out before April 1, 2024 is deemed to be satisfied for operations undertaken until September 30, 2024.

The work only concerns the private parties.

For the same accommodation and the same beneficiary, the work can be carried out at most two stages under this sheet, for class E, F or G accommodation before the first stage of work.

Technical criteria and requirements to meet:

For the first stage of work, the following cumulative conditions are respected:

      1. The renovation work makes it possible to carry out a jump of at least two classes;
      2. At least two work stations dealing with the building envelope are implemented among the following four: insulation of the walls from inside or outside, insulation of low floors, insulation of the roof, lost attic floors or terrace roof, replacement of windows and French windows or installation of double windows (at least 25 % of the surfaces of the building concerned by each workstation is the subject of work).
      3. Except technical, architectural or patrimonial constraint justified, the thermal resistance of the installed insulation is greater than or equal to:
      • 7 m2 k/W in lost attic floors;
      • 6 m2 k/W while crawling roof;
      • 6.5 m2.K/W for terraces roofs;
      • 3.7 m2 K/W for front or gable walls, in the event of insulation from the interior;
      • 4.4 m2 k/W for front or gable walls, in the event of outside insulation;
      • 3 m2 k/W in low floor.
      1. Except technical, architectural or patrimonial constraint justified, the UW surface transmission coefficient and the SW solar factor of windows or French windows are:
        • For roof windows: UW ≤ 1.5 W/M2 .K and SW ≤ 0.36;
        • For other windows or French windows: UW ≤ 1.3 W/M2.K and SW ≥ 0.3 or UW ≤ 1.7 W/M2.K and SW ≥ 0.36.
      2. The installation, if necessary, of a double window consists of the installation, on the existing bay, of a second reinforced double glazing window, of which the coefficient of thermal transmission (UW) is less than or equal to 1.8 W/M2 .K and the factor of solar transmission (SW) greater than or equal to 0.32.

Whatever the work stage, the following cumulative conditions are respected:

      1. The renovation work does not include the installation of a heating or domestic hot water production system which includes at least equipment for which the level of greenhouse gas emissions is greater than 150 GCO2EQ/KWH PCI, and whose coverage rate for heating, defined as the ratio of heat supplied, for the heating of the accommodation, by all the equipment whose emissions are higher than 150 GCO2EQ/KWH PCI and annual heat needs, for heating the accommodation, covered by the system is greater than 30 %;
      2. It is prohibited to keep a heating or production of domestic hot water production system which includes at least equipment for which the level of greenhouse gas emissions is greater than 300 GCO2EQ/KWH PCI, and whose coverage rate, defined as the ratio of energy provided by all the equipment whose emissions are greater than 300 GCO2EQ/KWH PCI and is greater than 30 %;
      3. The annual greenhouse gas emissions after renovation, reported to the living area of ​​the apartment, are less than or equal to the initial value of these programs before work;
      4. For operations based on an audit carried out from April 1, 2024, if one of the stages or the accumulation of the first and the second stage led to a jump of at least four classes, the work of the stage leading to a jump of at least four classes respect the criterion relating to the thermal loss defined by the decree of October 3, 2023.

In the case of work in two stages, the second stage of work makes it possible to reach at least class C for class F or G housing before the first stage of work, and at least class B for class E housing before the first stage of work. The work in two stages is only possible if the first stage of work corresponds to a jump of at most 3 classes.

The work implemented corresponds to one of the scenarios proposed by the energy audit, which must in particular provide the additional work to guarantee a sufficient renewal of air.

Qualification of the professional (s) intervening:

For each category of work integrated in the major renovation project and mentioned in 1 ° to 16 ° of I of article 1 of decree n ° 2014-812 of July 16, 2014 taken for the application of the second paragraph of 2 of article 200 quater of the general tax code and the last paragraph of 2 of I of article 244 quater u of the general tax code, the professional carrying out the operation is a sign of quality provided for in article 2 of the same decree and in the texts taken for its application.       • The list of companies having carried out the renovation work by indicating the nature of this work and the reference of their qualification or certification when it is required.

When the work implemented differ from the work recommended, the energy audit is updated on the basis of the work actually carried out.

The synthesis report of the energy audit, as well as its possible update, are dated and signed by the service provider having made them. They include the mentions of the following values:

      • Conventional consumption (in kWh/m2 .An) of the building (without deduction of the production of self -consomed or exported electricity), specifying the uses considered:
            • primary energy, before renovation work: initial CEP;
            • primary energy, after renovation work: CEP Project;
            • of final energy, before the renovation work: initial CEF;
            • final energy, after renovation work: CEF Project;
      • The rejection of CO2 expressed in KGEQCO2/M2 .An, before the renovation work;

Conditions to obtain the premium boost “ample renovation of individual houses and apartments”

In order to benefit from the premium boost "renovation of magnitude of individual houses and apartments", please follow the process described below:

      • Sending the energy study prior to renovation work and/or quotes not signed to Loris ENR so that we analyze the compliance of the work to the requirements of the boost system “renovation of extent of individual houses and apartments”;
      • If the work respects the conditions of eligibility, Loris Enr will send you a partnership agreement. The signing of the partnership agreement must intervene before the commitment of the work (signing of the quote). If the work is undertaken before the signing of the partnership agreement, no valuation of the work will be possible;
      • Transmission to Loris enr of the signed quote as well as the signed partnership agreement;
      • Carrying out energy savings;
      • At the end of the work, the professional (s) edit (a/have) an invoice. This must mention the list of work carried out with their performance levels;
      • Upon receipt of the compliant invoice, Loris Enr will check if the work implemented differ from the recommended work, then publish the final part of the file, the certificate on honor. This document will be signed by the professional (in part C) and the owner (the beneficiary) partly B. The signed certificate marks the closure of the file;
      • Once the file is complete and validated, Loris Enr will pay you the amount of the premium boost "large -scale renovation of individual houses and apartments" according to the methods presented in the partnership agreement.

Control policy

The boost charter "renovation of magnitude of individual houses and apartments" provides controls on all the global renovation operations carried out as part of the Bar-Th-174 or Bar-Th-175 sheet and the Charter, committed from the date of effect of the signed charters. These checks are carried out before the deposit of energy savings certificates (EEC) with the National Pole of Energy Economies (PNCEE).

Is the premium cumulative with other aids?

The boost "renovation of magnitude of individual houses and apartments" cannot be combined with the other incentives set up within the framework of the EEC system, in particular with the anh aid valuing the EEC of subsidized work.

The beneficiary can only claim, for the same operation, only one premium paid within the framework of the EEC system elsewhere, for the same building, the large -scale renovation operation cannot be combined with other operations that can give rise to the delivery of EEC for work concerning heating, the production of domestic hot water, ventilation or insulation of the envelope of the house.
